Facility sewers, sewage treatment and disposal systems shall be constructed, operated, and maintained to transmit and dispose of peak and average daily sewage flows without creating a health hazard, nuisance, surface water pollution, or groundwater pollution. Facility sewers, sewage treatment, and disposal systems shall also be located to prevent the possibility of contaminating the facility potable water supply.
