  •    "Construction quality assurance" or "CQA" means a planned system of activities that provides assurance that the solid waste land disposal facility was constructed as specified in the approved construction plan. Construction quality assurance includes inspections, verifications, audits, and evaluations of material and workmanship necessary to determine and document the quality of the constructed facility. Construction quality assurance refers to measures taken by a project engineer to assess if the installer or contractor is in compliance with the approved construction plan.
