Section 327IAC5-3-7. Statement of basis

   A statement of basis, or briefing memo, shall be prepared for every draft permit for which a fact sheet is not required. The briefing memo shall briefly describe the derivation of the terms and conditions of the permit and the reasons for them. For instance, if effluent limitations in a permit are based upon the application of water quality standards, the briefing memo shall identify the pertinent standards and the manner in which the effluent limitations in the permit were derived from the standards.
