Each drilled hole, shaft, well, or other exposed underground opening when no longer in use for exploration, monitoring, or other mine uses or unless approved for transfer as a water well under section 24 of this rule, shall be cased, sealed, or otherwise managed to prevent acid or other toxic drainage from entering ground and surface waters. Permanent closure measures shall be designed to prevent access to the mine workings by people, livestock, fish and wildlife, and machinery.
