Section 135IAC2-8-9. Safety chains

  •    Every converter dolly shall be coupled with safety chain or chains (stay chains or cables) directly to the frame of the semi-trailer by which it is to be towed. Attachment to the pintle hook will not meet this requirement. No more slack shall be left in safety chains or cables than shall be necessary to permit proper turning. Chains or cables shall be so connected to the dolly and towing vehicle and to the tow-bar as to prevent the tow-bar from dropping to the ground in the event the tow-bar fails. The means of attachment to both the towing and towed vehicles shall be capable of developing the full capacity of the safety chains or cables. Each chain or cable shall have an ultimate strength at least equal to the gross weight of the dolly and trailer being towed.
