Under IC-4-22-2-24, notice is hereby given that on September 21, 2010, at 2:30 p.m. EDT, at the Indiana Government Center South, 402 West Washington Street, Room W451, Conference Room A, Indianapolis, Indiana, the Office of the Secretary of Family and Social Services will hold a public hearing on a proposed rule to amend 405 IAC 1-14.6-24 to change the quality assessment fee for nursing facilities that became nonstate government owned or operated after July 1, 2003, from $2.50 to $10 and add a reference for the new CCRC criteria contained in the 2009 budget bill.

In accordance with public notice requirements established at IC 4-22-2-24(d), the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning publishes this notice of proposed change to the quality assessment fee for nursing facilities that became nonstate government owned or operated after July 1, 2003. Through the operation of the existing approved reimbursement formula, Medicaid payment to these nursing facilities will also increase due to the increase in the quality assessment fee paid by the nursing facilities that became nonstate government owned or operated after July 1, 2003. Specifically, this rule change requires the quality assessment fee paid by nursing facilities that became nonstate government owned or operated after July 1, 2003, to be increased from $2.50 per non-Medicare day to $10 per non-Medicare day. As the quality assessment fee is an allowable cost, the quality assessment fee add-on component of the Medicaid rate paid to the nursing facility will also increase.

All parties interested in the rule are invited to attend the hearing and offer public comments. Correspondence should be identified in the following manner: "COMMENT RE: LSA DOCUMENT #10-65 PROPOSED NSGO QAF FEE AMENDMENT". Written comments timely received will be made available for public display at the Office of Medicaid Policy and Planning, 402 West Washington Street, Room W382, Indianapolis, IN 46204.
