EXECUTIVE ORDER: 07-10

FOR: COORDINATION OF STATE FINANCIAL MANAGEMENT FUNCTIONS

TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS.

WHEREAS, the Department of Administration was created as a department of the executive branch of state government responsible for performing various administrative functions on behalf of state agencies, including: procurement, state property management, management of the state's motor vehicle pool and aircraft fleet, travel reimbursement policy, the assignment of office space and other support services;

WHEREAS, the Office of Management and Budget ("OMB") was established to develop and execute the Governor's policies and programs on fiscal management, including state budget policy, capital budgeting, procurement and state performance management;

WHEREAS, to ensure that effective fiscal management policies are implemented throughout state government, to further coordinate all functions related to budgeting and controlling spending in state government and to more effectively measure the performance of government activities, the administrative functions performed by the Department of Administration should be integrated and supervised by the chief fiscal office of the state; and

WHEREAS, state agencies and citizens will benefit from a more centralized and efficient approval process for state agency contracts, state agency rulemaking, state agency travel reimbursements and dispositions of state agency surplus property.

NOW, THEREFORE, I, Mitchell E. Daniels, Jr., by virtue of the authority vested in me as Governor of the State of Indiana, do hereby order that in furtherance of the goal of coordinating the State's financial management functions, the Commissioner of the Indiana Department of Administration, who is appointed by and serves at the pleasure of the Governor, shall report to the Director of the OMB and administer the agency in compliance with such policies and procedures related to financial management as may be established by the OMB and approved by the Governor.
