Notice of Proposed Changes in Methods and Standards for Medicaid
Reimbursement for Lead Case Management and Investigation Services

In accordance with public notice requirements established at 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing the reimbursement policy for lead case management and investigation services.

The OMPP proposes to reimburse for blood lead poisoning follow-up services for certain individuals with elevated blood lead levels performed in accordance with proposed rule LSA Document #09-4. The OMPP believes this rule is necessary, in part, for the early detection of at-risk Medicaid eligible children with elevated blood lead levels. With early detection, the remediation process can begin earlier therefore preventing further damage done by continuous exposure to lead. Blood lead poisoning follow-up services are comprised of case management and investigation services. These additional Medicaid services are expected to result in an estimated increase in state expenditures of $87,080 and $215,625 of total federal dollars.

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, W451 and open for public inspection. Written comments may be sent to: FSSA, Attention: Bridget McLaughlin, 402 West Washington Street, Room W382, P.O. Box 7083, Indianapolis, Indiana 46207-7083. Correspondence should be identified in the following manner: "COMMENT RE: BLOOD LEAD POISONING FOLLOW-UP SERVICES METHODOLOGY". All written comments received by OMPP will be available for public inspection at the Office of Medicaid Policy and Planning, 402 West Washington Street, Room W382, Indianapolis, Indiana 46204-7083.
