    Under IC 4-22-2-23, the Natural Resources Commission intends to adopt a rule concerning the following:

    OVERVIEW: Adds 312 IAC 29 governing wells for oil and gas purposes. Adds 312 IAC 29-1 addressing application and administration and 312 IAC 29-2 providing definitions. Adds 312 IAC 29-3 offering general provisions and 312 IAC 29-4 providing regulations applicable to all wells for oil and gas purposes. Adds 312 IAC 29-5 establishing additional permit requirements for Class II wells, 312 IAC 29-6 establishing additional permit requirements for coal bed methane wells, and 312 IAC 29-7 establishing additional permit requirements for noncommercial wells. Adds 312 IAC 29-10 establishing requirements associated with geologic and structure test well applications and 312 IAC 29-11 establishing criteria for drilling in karst prone areas. Adds 312 IAC 29-12 governing annual well fees. Adds 312 IAC 29-13 establishing requirements associated with the location of wells, drilling units, and well spacing, 312 IAC 29-14 governing drilling units and well spacing for directional wells, and 312 IAC 29-15 establishing criteria for drilling units and well spacing for horizontal wells. Adds 312 IAC 29-16 governing underground sources of drinking water and establishing criteria for exempting an aquifer. Adds 312 IAC 29- 17 establishing criteria for identifying commercially mineable coal resources. Adds 312 IAC 29-18 governing proof of notification to owners of underground storage reservoirs. Adds 312 IAC 29-19 governing the integration of interests. Adds 312 IAC 29-20 establishing well drilling, construction, and completion requirements and 312 IAC 29-21 governing well drilling pits and completion pits. Adds 312 IAC 29-22 governing well stimulation treatments. Adds 312 IAC 29-23 establishing well workover requirements. Adds 312 IAC 29-24 governing tank battery facilities and 312 IAC 29-25 establishing requirements for facility operation. Adds 312 IAC 29-26 governing petroleum production reporting. Adds 312 IAC 29-27 addressing the operation of wells in areas of hydrogen sulfide and 312 IAC 29-28 governing operations and reporting requirements for Class II wells. Adds 312 IAC 29-31 governing the management of wastes and on-site remediation and 312 IAC 29-32 governing the management of naturally occurring radioactive material. Adds 312 IAC 29-33 establishing requirements for temporary abandonment of wells and well plugging. Adds 312 IAC 29-34 governing inspections and enforcement. Repeals 312 IAC 16.
