Under IC 4-22-2-24, notice is given that on July 19, 2010, at 10:00 a.m., at the Indiana Government Center South, 402 West Washington Street, Conference Center Room 19, Indianapolis, Indiana, the State Lottery Commission will hold a public hearing on a proposed rule to add 65 IAC 1-7 to provide general provisions for promotional activities including guidelines for retailer promotional activities, promotional drawings conducted by the lottery, and supplemental prize offerings and to repeal 65 IAC 1-6-1, 65 IAC 4-3-10, 65 IAC 5-3-10, and 65 IAC 6-3-5.

IC 4-22-2-24(d)(3) Statement: The proposed rule may require Hoosier Lottery retailers to take action if they choose to either opt out of Hoosier Lottery promotional activities, or if they choose to do a promotion independent of the Hoosier Lottery. Hoosier Lottery retailers may incur minimal administrative costs to file paperwork with the Hoosier Lottery to seek approval of independent promotional activities. Authorization is required because the Hoosier Lottery, under IC 4-30-1-2, has a duty to ensure that all lottery related promotions are consistent with the dignity and integrity of the state.

Copies of these rules are now on file at the Hoosier Lottery Headquarters, 201 South Capitol, Suite 1100 and Legislative Services Agency, Indiana Government Center North, 100 North Senate Avenue, Room N201, Indianapolis, Indiana and are open for public inspection.
