    Setting Payments for Medicaid Enrolled Nursing Facilities


    In accordance with the public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement methodology for nursing facilities.

    The OMPP proposes to modify the rate setting formula for nursing facilities (codified at 405 IAC 1-14.6). The revised rate setting formula changes how the nursing facility profit add-on and quality incentive payments are determined. Instead of relying solely on each facility's Indiana State Department of Health (ISDH) nursing home report card score for calculating the profit add-on and quality rate add-on, the new formula will rely on each facility's total quality score. In addition to the facility report card score, the total quality score adds seven (7) additional quality measures.

    This proposed state plan amendment revises the method for determining each facility's profit add-on and quality rate add-on, but does not change the aggregate funding available to nursing facilities, and therefore will not result in a change to aggregate Medicaid reimbursement.

    A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county division of family resources office, except in Marion County, where public inspection may be made at 402 W. Washington Street, Room W374, Indianapolis, IN.
