EXECUTIVE ORDER: 16-02

FOR: NAMING INDIANA'S 21^ST CENTURY SCHOLAR PROGRAM

TO WHOM ALL THESE PRESENTS MAY COME, GREETINGS.

WHEREAS, Indiana Governor Evan Bayh in his second State of the State address, proclaimed that, "No child who is willing to work hard, sacrifice and make the grade should be denied the dream of a college education";

WHEREAS, in order to ensure that every Hoosier student could afford the opportunity provided by post-secondary education, Governor Bayh championed the creation of Indiana's 21^st Century Scholars Program in the 1990 Indiana General Assembly;

WHEREAS, through the collaborative leadership of Governor Bayh, State Representative Stan Jones and State Senators Kathy Smith and Bob Meeks, House Enrolled Act 1424 (1990) passed with bi-partisan support;

WHEREAS, the 21^st Century Scholars Program offers income-eligible Hoosier students up to four years of paid tuition at an eligible Indiana college or university after they graduate from high school;

WHEREAS, 21^st Century Scholars commit to the program as middle school students, and pledge to avoid drugs and alcohol throughout high school, maintain a 2.5 cumulative GPA and complete a Scholar Success Program, which helps them plan for college;

WHEREAS, in 2015, the 21^st Century Scholars Program celebrated its 25^th anniversary, during which time it has helped more than 70,000 low-income Hoosier students aspire to and pay for college, many of whom were the first in their families to attend college;

WHEREAS, because of the vision and leadership of Governor Bayh, these Hoosier students entered high school knowing that college was an option, and graduated high school with the character traits and access to the financial support necessary to succeed in college and in life;

WHEREAS, it is fitting that the scholarship program be named after the Hoosier who created it.

NOW THEREFORE, I, Michael R. Pence, by the authority vested in me as Governor of the State of Indiana, do hereby order that the 21^st Century Scholars Program will henceforth be known as the:

Evan Bayh 21^st Century Scholars Program.
