    Health Services for Healthy Indiana Plan Members


    In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to methods and standards governing reimbursement policy for Medicaid reimbursement for Medicaid Rehabilitation Option (MRO), Adult Mental Health Habilitation (AMHH), and Behavioral and Primary Healthcare Coordination (BPHC) services for individuals enrolled in the Healthy Indiana Plan (HIP).

    OMPP proposes to set forth the Medicaid fee-for-service (FFS) reimbursement methodology for these services by establishing payment rates so that Medicaid FFS reimbursement to these individuals enrolled in HIP are made at Medicare rates, or if there is no Medicare rate, 130% of Medicaid rates. This change shall be effective February 1, 2015, but no later than April 2, 2015.

    OMPP is making these changes in accordance with the Healthy Indiana Plan (HIP) Medicaid section 1115 demonstration recently approved by the Centers for Medicare and Medicaid Services. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $2.55 million for FFY 2015 (federal share of $2.13 million and state share of $0.41 million) and $5.60 million for FFY 2016 (federal share of $4.86 million and state share of $0.74 million).

    A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451 and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.

    There will be no public hearing.
