    Under IC 4-22-2-23, the Division of Disability and Rehabilitative Services intends to adopt a rule concerning the following:

    OVERVIEW: Adds 460 IAC 7.1 to provide for objective assessments of the needs of persons with developmental disabilities with respect to medical, behavioral, skills, and supervision levels that will lead to a more uniform and regular budgeting process by creating a rate structure that: (1) allocates an annual individualized budget amount based on an objective assessment of each of the needs of each consumer, as defined in 460 IAC 6, and individual specific criteria; (2) maximizes each consumer's ability to choose not only service providers as defined in 460 IAC 6, but the allocation of services within the individual's budget according to the individual's needs and goals; and (3) creates a rational, predictable funding structure for the provision of services.
