Public Notice Regarding the Addition of Psychosocial Rehabilitation Services Offered in Accredited Clubhouse Settings under the Medicaid Rehabilitation Option

In accordance with the public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA) Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the Medicaid reimbursement methodology for Medicaid Rehabilitation Option (MRO) services.

FSSA OMPP proposes to add psychosocial rehabilitation services as a covered service under the MRO program. The proposed service is necessary to reinforce the continuum of care by offering community based supports as the member transitions to an increased level of independence and community integration. Psychosocial rehabilitation service refers to a MRO service provided in a setting accredited by Clubhouse International, in which the member, with staff assistance, is engaged in operating all aspects of the clubhouse while receiving psychosocial rehabilitation services.

The proposed service will be reimbursable when provided under the authority of an approved Division of Mental Health and Addiction (DMHA) MRO, subject to the requirements contained in 405 IAC 5-21.5. It is estimated that the fiscal impact of these changes will be an increase in state and federal expenditures of approximately $1.85M for FFY 2016 (federal share of $1.23M and state share of $0.62M) and $5.39M for FFY 2017 (federal share of $3.6M and state share of $1.79M).
