    Under IC 4-22-2-24, notice is hereby given that on April 14, 2011, at 9:40 a.m., at the Indiana State Fairgrounds Normandy Barn, 1202 E. 38th Street, Indianapolis, Indiana, the Indiana State Board of Animal Health will hold a public hearing on a proposed rule that will amend and update rules governing the disposal of animal carcasses.
    The Board of Animal Health does not anticipate significant costs to small businesses as a result of adopting the proposed rule. The proposed rule does not impose new requirements on animal owners to dispose of animal carcasses. The requirement to dispose of animal carcasses is in IC 15-17-11-20. The rule provides options to animal owners that did not previously exist. The rule clarifies that a disposal plant license is required for a business that disposes of carcasses from other operations by composting, biodigestion, or chemical digestion. The definition of "disposal plant" and the disposal plant license requirement are in IC 15-17-2-25 and IC 15-17-11-2. The disposal plant fee is set at $150 per facility per year (IC 15-17-11-7).
    Copies of these rules are now on file at the Indiana State Board of Animal Health, 4154 North Keystone Avenue and Legislative Services Agency, Indiana Government Center North, 100 North Senate Avenue, Room N201, Indianapolis, Indiana and are open for public inspection.
