    Notice of Proposed Reimbursement Methodology for Telehealth Monitoring Services for Home Health Agencies


    In accordance with public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of the proposed reimbursement methodology for telehealth monitoring services for home health agencies.

    The OMPP proposes to add telehealth monitoring services as a covered service for home health agencies and to reimburse home health agencies for these services. The OMPP also proposes to eliminate the current limitation requiring the hub site, the location of physician or practitioner providing the consultation services, to be greater than 20 miles from the spoke site, the location of the patient when service is provided, for telemedicine services provided by Federally Qualified Health Centers (FQHCs), Rural Health Clinics (RHCs), Community Mental Health Centers (CMHCs), and Critical Access Hospitals.

    These changes are required pursuant to IC 12-15-5-11 as amended by SECTION 3 of P.L.204-2013. It is estimated that the fiscal impact for the added service will result in an increase in state and federal expenditures of approximately $2.8 million for State Fiscal Year (SFY) 2015 and $3.7 million for SFY 2016. The proposed effective date for addition of the new reimbursable service is October 1, 2014. These changes will be implemented following CMS' approval of an amendment to the Medicaid state plan.

    The proposed addition of the new reimbursable service will be addressed in a proposed rule that will be published at a later date. A copy of this notice is now available and may be inspected by contacting the local county office of the FSSA Division of Family Resources, except in Marion County where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
