    Applied Behavior Analysis (ABA) Therapy Services Performed by
    Registered Behavior Technicians (RBTs)


    In accordance with public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP), publishes this notice of the proposed reimbursement methodology for ABA therapy services performed by registered behavior technicians (RBTs).

    OMPP has added coverage of ABA therapy services for the treatment of autism spectrum disorder and proposes to reimburse eligible providers for these services, including board certified behavior analysts and RBTs. OMPP also proposes to reimburse the RBTs rendering ABA therapy services seventy-five percent (75%) of the rate on file.

    These changes are required pursuant to IC 12-15-5-11 as amended by Section 3 of P.L.204-2013. It is estimated that the fiscal impact for the added service will result in an increase in state and federal expenditures of approximately $2.8 million for state fiscal year (SFY) 2015 and $3.7 million for SFY 2016. The proposed effective date for addition of the reimbursement rate for RBTs is March 28, 2016. These changes will be implemented following CMS approval of an amendment to the Medicaid State Plan.

    The addition of the new reimbursable service and proposed reimbursement rate for RBTs was addressed in 405 IAC 5-22-12. A copy of this notice is now available and may be inspected by contacting the local county office of the division of family resources, except in Marion County, where public inspection may be made at the Indiana Government Center South, 402 West Washington Street, Room W374, Indianapolis, Indiana.
