    FOR: PARDON


    TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS;

    WHEREAS, THOMAS MODGLIN, who has petitioned for a pardon, was convicted in 1976 in Delaware County of Theft and Disorderly Conduct, for which he served his sentence without incident or violation of parole; and

    WHEREAS, the petitioner, is now a 57-year-old man who has been a productive member of society, working as a concrete finisher for Local Union 1112 for thirty-two years, and has since the instant offense lived a law-abiding and productive life; and

    WHEREAS, the petitioner served our nation in the military and received an honorable discharge in 1972, worked previously as the vice president of the Laborers International Union of North America, and is active in the Vietnam Veterans of Delaware County; and

    WHEREAS, the petitioner has numerous letters of support urging the Governor to grant this Pardon; and

    WHEREAS, the Parole Board, after careful investigation and examination of all the facts in this case, has unanimously recommended to the Governor that this pardon be granted.

    NOW THEREFORE, I, Mitchell E. Daniels, Jr., Governor of the State of Indiana, by virtue of the authority vested in me by the Constitution and the laws of said State, do hereby issue a Pardon to THOMAS MODGLIN.

    IN TESTIMONY WHEREOF, I, Mitchell E. Daniels, Jr., have hereunto set my hand and caused to be affixed the Great Seal of the State of Indiana on this 31st day of December, 2008.
