    Notice of Public Hearing

    Under IC 4-22-2-24, notice is hereby given that on March 4, 2010, at 9:00 a.m., at the Indiana Government Center South, 402 West Washington Street, Conference Center Room 3, Indianapolis, Indiana, the Office of the Secretary of Family and Social Services will hold a public hearing on a proposed rule adding 405 IAC 2-3.2-1 concerning Medicaid presumptive eligibility services for pregnant women with limited family incomes.
    To comply with the provisions of IC 4-22-2-24(d)(3), the agency further states the following: The changes are to comply with HEA 1678 (2007), which OMPP was directed by the state legislature to apply, as necessary, for approval from the Department of Health and Human Services to provide presumptive eligibility in Medicaid for pregnant women and, once obtained, implement the program change. These changes will allow a pregnant woman to become eligible for Medicaid and gain access to needed ambulatory prenatal care while a Medicaid application is pending, which is intended to improve access to early prenatal care. Early prenatal care has been shown to improve pregnancy outcomes. The compliance costs for individuals and businesses, including costs of fees, new equipment or supplies, increased labor and training, education, and supervisory costs will be minor. OMPP anticipates that qualified providers will incur minor additional administrative expenses in performing presumptive eligibility determinations. These additional expenses will be associated with training to become a qualified provider, training staff, educating patients about the program, and assisting patients with the presumptive eligibility application.
    Copies of the proposed rule and this notice are now available and may be inspected by contacting the director of the local county Division of Family Resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W382, Indianapolis, Indiana.

All written comments concerning the rule received by OMPP will be available for public inspection at the Office of Medicaid Policy and Planning, 402 West Washington Street Room W382, Indianapolis, IN 46204.
