RE: Indiana Pluming [sic, Plumbing] Commission – LSA Document Number 07-40 – Outsourcing Plumbing Licensing Examinations

Dear Senator Young:

On behalf of the Indiana Plumbing Commission (Commission), Indiana Professional Licensing Agency, I am submitting this notice to the Administrative Rules Oversight Committee in compliance with Indiana Code § 4-22-2-25, because the Commission has determined there is a possibility that the promulgation of the above-captioned rule may not be completed within one (1) year after publication of the notice of intent to adopt a rule.

The Commission published its notice of intent to adopt a rule for the above-captioned document on February 2, 2007 (DIN: 20070207-IR-860070040NIA). This proposed rule facilitates the outsourcing of the administration of the licensing examinations for journeymen plumbers and plumbing contractors. To date, the proposed rule has not been published and a hearing date has not been set. The Commission expects to publish the proposed rule in November 2007 and hold a public hearing in January 2008. In order to provide ample time to review comments received at the public hearing and for the appropriate review times, the Commission expects to have the final rule approved by May 1, 2008.
