    IC 4-22-2.1-5 Statement Concerning Rules Affecting Small Businesses
    The proposed rule will not impose additional requirements or costs on small businesses under IC 4-22-2.1-5. The proposed rule simply adds a title designation to a preexisting group of certified and licensed agricultural fertilizer applicators, changes a title designation for a preexisting group of turf care applicators, and adds a requirement that individuals already certified and licensed to apply turf pesticides also demonstrate competency to apply turf fertilizers safely. Since fertilizers and pesticides are routinely applied jointly by the turf care industry, this additional fertilizer competency requirement will be incorporated into already required and established pesticide training and certification processes. The professional turf care industries have recently testified to the fact that any of their members who currently apply fertilizers for hire also apply pesticides for hire. Therefore, no additional training, certification, or licensing costs or fees will be created for these small business applicators. The net effect will be a modification of existing applicator training and certification standards with no increased costs.
