    Temporarily adds rules concerning scratch-off game number 129. Statutory authority: IC 4-30-3-9. Effective January 22, 2009.


    SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 129, BLACKJACK".

    SECTION 2. Scratch-off tickets in scratch-off game number 129 shall sell for one dollar ($1) per ticket.

    SECTION 3. Each ticket in scratch-off game number 129 shall contain four (4) separate and independent games labeled "HAND 1", "HAND 2", "HAND 3", and "HAND 4". Each hand is played separately and the play symbols and prize symbols in one (1) hand cannot be used as play symbols or prize symbols in another hand.

    SECTION 4. Each ticket in scratch-off game number 129 shall contain a total of nine (9) play symbols representing playing cards. One (1) play symbol is located in the area labeled "DEALER'S TOTAL". Two (2) play symbols are located in each independent hand. If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

    SECTION 5. Prize symbols: Each ticket in scratch-off game number 129 shall contain a total of four (4) prize symbols with one (1) prize symbol located below and corresponding with each independent hand. If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:

    SECTION 6. A retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:

    SECTION 7. Neither the retailer validation code, the pack-ticket number, the validation number, nor any portion thereof are play symbols or prize symbols and are not usable or playable as such.

    SECTION 8. (a) A prize winner in the scratch-off game number 129 is determined by removing the scratch-off material from the play and prize areas revealing a total of thirteen (13) play and prize symbols.

    (b) For each independent hand, if the sum of the numeric values of the two (2) play symbols in that hand is more than the numeric value of the play symbol in the "DEALER'S TOTAL" but is less than twenty-one (21), then the ticket holder is entitled to win the corresponding prize amount shown for that hand.

    (c) For each independent hand, if the sum of the numeric values of the two (2) play symbols in that hand equals twenty-one (21), the ticket holder is entitled to win double the corresponding prize shown for that hand.

    (d) For all hands, the play symbols identified with a play symbol caption of:
    (1) "JCK", "QUN", or "KNG" have a numeric value of ten (10).
    (2) "ACE" have a numeric value of eleven (11).

    SECTION 9. The number of possible prizes and the odds for each prize level are as follows:

    Total value of all prizes*: $1,865,500
    Prize payout: 59.79%
    Overall odds: 1 in 4.85
    Approximate print quantity: 3,120,000 (-3%/+1%)

    *The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

    SECTION 10. Prizes are subject to prior sales. The availability of tickets for sale in a scratch-off game depends on retailer orders for tickets. Not all tickets may be made available for sale prior to game closing and opened packs of tickets may be returned by a retailer to the lottery under 65 IAC 3-4-1(b).

    SECTION 11. If the director determines an end date for scratch-off game number 129 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of two thousand one hundred dollars ($2,100) have been claimed. Scratch-off game number 129 may be closed prior to all prizes being awarded.

    SECTION 12. 65 IAC 4-1 through 65 IAC 4-3 apply to Scratch-Off Game Number 129, BLACKJACK.
