    FOR: FACILITATING THE EXPANSION OF TECHNOLOGY-INTENSIVE AND LIFE SCIENCE INDUSTRIES IN INDIANA


    TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS.

    WHEREAS, job creation is the highest priority for the State of Indiana, and implementing public policies, practices and initiatives that encourage the continued development and growth of Indiana's workforce is an essential role of State government;

    WHEREAS, it is an established goal for the State of Indiana to expand technology-intensive and life science industries in Indiana that produce high-demand, high-wage jobs across the State and improve the quality of the Hoosier workforce;

    WHEREAS, as outlined in Impact of Talent on Innovation: Implications for Regional Competitiveness–a recent Battelle Technology Partnership Practice study, in order for Indiana to continue the growth and expansion of these important industries, and to recognize the State's enormous potential in these areas given the power of the State's research universities and research-and-development-focused companies, Indiana must create a distinct physical hub within Indianapolis where the State's vibrant life sciences institutions and other technology-enabled industries can operate in an environment that fosters collaboration, innovation and advancement;

    WHEREAS, 16 Tech Community Corporation, an Indiana nonprofit corporation, was formed to promote, encourage and assist in the development of a knowledge community and related technology park that will attract and retain new technology-intensive employers and related jobs to the City of Indianapolis;

    WHEREAS, 16 Tech Community Corporation will work in collaboration with the City of Indianapolis and many of the State's significant tax-exempt organizations, including Indiana University, Indiana University Health, Inc., Indiana Biosciences Research Institute, Inc., The Health & Hospital Corporation of Marion County, and Central Indiana Corporate Partnership, Inc., to further its objectives of creating a knowledge and innovation community in the urban core of Indianapolis;

    WHEREAS, 16 Tech Community Corporation will have a transformative impact on the City of Indianapolis and the State of Indiana, and the Corporation's plans regarding the development of a knowledge community are critical to, and lessen the burdens of, the State of Indiana's continued efforts to create jobs and meaningful economic opportunities for generations of Hoosiers;

    WHEREAS, 16 Tech Community Corporation will serve as a talent magnet for the State, will bring leading professionals in the life sciences sector to Indiana, and will create a platform with global exposure for researchers currently marshalling breakthroughs and translating innovation into economic activity in the State's renowned research universities;

    WHEREAS, the entrepreneurial activity that 16 Tech Community Corporation fosters will benefit all Hoosiers, as research shows clearly that the formation of a critical mass of professional jobs clustered in one area results in raised wages and job prospects in related industries and services; and

    WHEREAS, 16 Tech Community Corporation will also work to combat community deterioration and revitalize the area in and around the knowledge community, which is located in the urban core of Indianapolis and has experienced deterioration and decline, by infusing new life into the surrounding neighborhoods through facilitating ongoing programming and partnerships with local organizations that support community projects and provide local residents with job training and career opportunities necessary to realize economic sustainability and independence.

    NOW, THEREFORE, I, Michael R. Pence, by virtue of the authority vested in me as Governor of the State of Indiana, do hereby find, declare and order as follows:

    1. Economic development and job creation are essential governmental functions of the State of Indiana.

    2. 16 Tech Community Corporation will lessen the burden of state and local government in establishing an innovation and knowledge community in Indianapolis.

    3. Such innovation and knowledge community is critical to the State's continued economic success.

    4. 16 Tech Community Corporation will serve the public purpose of promoting job creation and expanding economic opportunity for all residents of Central Indiana.

    5. 16 Tech Community Corporation will further local efforts to revitalize the area in and around 16 Tech Community Corporation's knowledge community and combat community deterioration.

    6. 16 Tech Community Corporation's plans to promote, encourage and assist in the development of a knowledge community are vital to the economic viability of the State and the well-being of Hoosiers.

    7. This urgent work should therefore begin as soon as possible.

    8. All executive branch agencies and entities of the State of Indiana are, to the extent permitted by law, hereby ordered to assist and facilitate the establishment and ongoing operation of 16 Tech Community Corporation.

    9. All executive branch agencies and entities of the State of Indiana are, to the extent permitted by law, hereby further ordered to expedite any necessary reviews, permits, licenses or approvals, and work in conjunction with all entities assisting 16 Tech Community Corporation in furtherance of its mission.
