    Services Provided by Freestanding Birthing Center Providers


    In accordance with public notice requirements of 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of the proposed reimbursement methodology for Medicaid services provided by enrolled freestanding birthing centers.

    The OMPP proposes to add 405 IAC 5-16.5 to reimburse freestanding birthing center services. This rule is necessary for the state to be compliant with Section 2301 of the Affordable Care Act.

    It is estimated that the fiscal impact for this added provider will result in an estimated decrease in state and federal expenditures of approximately $30,000 for State Fiscal Year 2012 and $50,000 for State Fiscal Year 2013.

    The proposed addition of this new reimbursable service will be addressed in a proposed rule LSA Document #12-4. A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county division of family resources office, except in Marion County, where public inspection may be made at 402 West Washington Street, Room W374, Indianapolis, Indiana.
