  •    Any applicant, remonstrator, or intervening remonstrator may participate in a proceeding in person or by an authorized representative. Whether or not participating in person, any applicant, remonstrator, or intervening remonstrator may be advised and represented at his own expense by counsel or, unless prohibited by law, by another representative. A representative or an attorney shall serve an appearance on the commission at or before the hearing.
