  •    In its consideration, the commission is not required to determine beyond a reasonable doubt that the act or conduct in issue would constitute an act or conduct prohibited by the Indiana Penal Code (I.C. 35-41-1-1, et seq.) or a criminal offense under the laws of the United States.

      The Commission may refuse to grant or renew a permit, may revoke or suspend a permit, or may fine a permittee for a violation of this regulation.
