  •    On its own motion or a motion by a party, the administrative law judge may dismiss a proceeding, with or without prejudice, under conditions and for reasons that are just and reasonable, including:

    (1) failure to timely pay all required fees to the commission;

    (2) unnecessary duplication of proceedings;

    (3) withdrawal;

    (4) moot questions or obsolete petitions; and

    (5) lack of jurisdiction.
