  •    "Uplink" means an earth station broadcasting facility, whether mobile or fixed, which is used to transmit audio-visual signals or data on Federal Communications Commission-controlled frequencies, and includes any electronic transfer of audio-visual signals from within a racing enclosure to the location of the transmitter at the uplink.
