(a) Change Item 3 to read as follows: Sills and sleepers on a concrete or masonry slab that is in direct contact with the ground unless separated from such slab by an impervious moisture barrier, or unless such slab is separated from the ground by a vapor retarder.

(b) Add an exception to SECTION R319.1, Item 7, to read as follows: EXCEPTION: Exterior walls, below grade complying with SECTION R406.
