3. (a) In the first sentence of SECTION E3508.1, delete "available" and insert "present".

(b) After the text of SECTION E3508.1, add an exception to read as follows: Exception: Concrete-encased electrodes of existing buildings or structures shall not be required to be part of the grounding electrode system where the steel reinforcing bars or rods are not accessible for use without disturbing the concrete.
