(a) Prior to the close of hearing, the administrative law judge may, and upon the request of a party shall, allow the parties to file proposed findings, a brief, or both within a designated amount of time.
(b) Prior to the close of oral argument held pursuant to IC 4-21.5-3-29(d) or (e), the Board may, and upon the request of a party shall, allow the parties to file proposed findings, a brief, or both within a designated amount of time.
