  •    "Behavior management" means the manipulation of, or creation of, an environment to decrease maladaptive behaviors or to increase appropriate behaviors. Such techniques are defined in Client Behavior and Facility Practices, 42 CFR 483.450(b) through 42 CFR 483.450(e) (10-1-95).
