  •    An individual is an individual with a most significant disability if an individual has a severe physical or mental impairment that seriously limits any three (3) or more of the following functional capacities in terms of an employment outcome:

    (1) Mobility.

    (2) Communication.

    (3) Self-care.

    (4) Self-direction.

    (5) Interpersonal skills.

    (6) Work tolerance.

    (7) Work skills.
