3. (a) Nothing in this rule prohibits an exhibition organizer from imposing animal health requirements in addition to those prescribed by the board. Requirements added by an exhibitor may not contradict requirements imposed by the board.
(b) An exhibition organizer may procure a licensed and accredited veterinarian to review animals and animal health documentation during the exhibition.
