"Emergency response plan" means a document setting out an organized, planned, and coordinated course of action to be followed in case of an emergency such as fire, spills, contaminant release, or release of solid waste byproducts, such as gases or chemical contaminants, or leachate that could imminently threaten human health or the environment.
