"Discharge" means the introduction of pollutants into a POTW from any nondomestic source regulated under Section 307(b), 307(c), or 307(d) of the Clean Water Act (33 U.S.C. 1317(b), 33 U.S.C. 1317(c), or 33 U.S.C. 1317(d)).
