Section 31IAC5-4-1. Allocation of new position

When a new position is contemplated, the appointing authority shall request establishment of the position before it may be filled and, except as otherwise provided by this article, no person shall be appointed to or employed in a position until the:

(1) position has been allocated to a class and approved by the director; or

(2) classification plan has been amended to provide therefor.
