  •    If a contractor intends to bid on a public works project valued at one hundred fifty thousand dollars ($150,000) or more, the contractor's bid will not be opened unless the contractor currently maintains a valid certificate of qualification indicating that he or she is prequalified in the field of work for which the bid is being taken.
