(a) Persons who operate the polygraph solely for federal, state, county or municipal criminal justice agencies are exempt from all certification requirements while in the performance of their official duties.
(b) If persons, as described in section A of this rule [subsection (a)], desire to operate a business for personal gain, they are required to obtain a polygraph certificate and comply with all rules and regulations to obtain a certificate.
