Section 205IAC2-2-4. "High crime rate" defined

"High crime rate" means an area that has a Uniform Crime Report Part I Index Crime Rate per one hundred thousand (100,000) residents that is a minimum of twenty percent (20%) higher than the reported rate for the entire city. The Uniform Crime Report is published annually by the United States Department of Justice.
