  •    Commission Prerogatives. Notwithstanding any provision herein contained, the Commission may at any time and at its discretion initiate and conduct such proceedings as it deems appropriate with respect to rail service continuation assistance or any other matter authorized by and not inconsistent with the State Rail Preservation Act [IC 8-3-1.5] and the State Rail Plan.
